A rogue Timelord who has spent the last 8,000 years exploring many planets and universes and has stopped on Starbase 410 for some reason yet to be revealed. Whilst here he usually causes all sorts of mayhem and thanks to him Starbase 410 has seen it's share of Aliens/people from different timelines, dimensions and realities.

An undercover agent from the mysterious Torchwood 3. He has adopted the classic look of Captain Jack Harkness from Torchwood 4. It is believed he is on the Starbase to keep and eye on the activities of The Inquisitor. (Obviously his cover isn't as good as Starbase intelligence which suggests he may be working for Mr Saxon.)
